1. Answer:

   1) elements having 8 electron in last shell are known as inert gases. they are least reactive element. where as elements in which there is space for more electron can react to fill their shell.

   2) valency is the no. of electron present is last shell till valency 4 after that we subtract no. of electron from 8.
