In a particular ticket distribution center,
there are 3 counters where the customers
can buy tickets. However, each counter
can only have a maximum of 10 people in
queue at a time. Customers are directed to
a specific queue in the following order:
1. If counter 1 has less than 10 people, the
customers are directed to queue up in
counter 1 until it is full
2. If counter 1 has 10 people in queue, the
remaining customers are directed to
counter 2 provided it has less than 10
people
